Windows Vista Release Candidate 1 has been posted for beta testers on Microsoft Connect, with a build number of 5600.
This means that Microsoft have finished RC1, and indeed nearly finished Vista, but have not yet released it to the public for final-phase testing - expect to be able to download it within two weeks. We'll have our press copies in a few days, so we will bring you a fully detailed review and some screenshots next week.

Platforms and Services Co-President Jim Allchin has just now posted an announcement that RC1 is complete on the TechBeta/TAP site (note that it's password-protected). As per usual, we’re initially rolling out the code to the TechBeta and TAP programs alone, while MSDN and TechNet subscribers will be offered access next week.
